Gulf War 1991 Chronology
1992 Operations after the war
11 Jan 91 (Mon) LtCol Hugh H. Williams (47), commander of the 188th TFW (ANG) was killed
this date in an A-7D, 5 miles south of Santa Rosa, NM. The 188th is based out of
Kirtland AFB, NM, and Hugh lived in Albuquergue. He was leading a flight of three to the
Meirose Gunnery Range near Cannon AFB.
Iraqi Defense Minister and previous Governor of Kuwait, Field Marshal Ali Hassan al
Mujid, said that the Iraqi Army of the future will be smaller but better trained and
more effective with two basic duties: one plays a nationalistic role and the second to
defend Iraq's securityand borders. Around 25,000 of his million man Army were killed
and another 300,000 demobilized since the War. The new Army will be under 300,000
and composed of mostly professional troops. Iraq's three main enemies are considered Arab reactionary forces,Israel, and Iran.......interview in Al Thawara, daily newspaper
12 Jan 92 (Sun) Approaching the 1st Anniversary of the 2nd Gulf War. The New Commonwealth of Independent States has replaced what was once the evil empire. Despite all of the
fanfare though, over 30,000 nuclear weapons and 4.2 million men in arms are being
sorted out as to ownership and loyalty. Factors being taken lightly by most of the
world, but one that chills my bones. Any trigger could set off irreversible hostilities
which could escalate without containment. The US Government has lifted its ban on
travel to Vietnam. And, Cambodia has decided to turn over the remains of two US
Marines considered killed during the Mayaguez incident during 1975, there were 83
MIA's. As we think about the more than 550,000 veterans of the Gulf War we are reminded that there still is (1) living veteran from the Spanish-American War of 1898
(106 year old Nathan Cook), 81,000 living WWI veterans, 8,812,000 from WWII,
4,812,000 from the Korean War, and 8,299,000 from the Vietnam Era.
"Sunday Parade Magazine", reports that the US Army was concerned about the effects of the Saudi powdery sand on their basic issue sand-bags, the sand would leak out. The
Army went to the General Services Admin and discovered that the only tightly woven
sand-bags were available from a source in Holland, but the bags were produced in Iraq. Needless to say, the GSA gathered US industry and responded. Today over 14 million
surplus tightly woven sand-bags are available to fight battles of natural disasters.
Reports from Kuwait discuss that hundreds of citizens and soldiers have died from
unexploded mines and sub-munitions that were left by both sides. 60% of the casualties were said to be childern under 15, total victums around 1200. The ` vacillating temperatures have caused trigger mechanisms to crystalize and corrode.
On 4Jan92, the largest ammo dump in Kuwait of stockpiled recovered ammunition, exploded and burned. Tremendous numbers of Rockeye and CBU Bomblets keep showing up. Many building bombed were public or school buildings.

24 Feb 92 (Mon) William A. Burhans writes in the Journal of Electronic Warfare, "Electronic Combat and the Persian Gulf War" (Feb 92, pg26), that his examination of Russian Military literature has determined several key lessons learned. The first is that despite great efforts the problem was unable to be solved through political means. The US pushed for a military solution even after it became clear that all political, economic, and diplomatic options had not been tried. Second, the role of reconnaissance was paramount and the importance of Space Reconnaissance cannot be overstated. Targets were updated about every two hours. Third, NATO's Air Land Battle concept was finally tested under wartime conditions, but at the Operational-Strategic Level with one of the largest formations of forces. Fourth, the role of Air Power in contemporary warfare has increased almost immeasurably. Fifth, Great attention must be paid to establishing a strong responsive air defense system that is mobile, modern, with an integrated and secure command and control network that can repel a huge buidlup of forces. Sixth, multi-national naval forces blocked the sea lanes into Iraq. Seventh, the mixing of high-tech weapons systems, some barely off the drawing boards, worked well together. Eighth, the defeat of Iraq was not the fault of the Russians or their weapons. Iraq utilized old Soviet weapons and its modern equipment was in in-sufficient numbers to make a difference. And ninth, this war was an electronic war with resources that operated in every spectrum.

The fighters took off from an alert detachment based at King Salmon Airport, 250 miles southwest of Elmendorf. The fighters refueled from a tanker 400 NM from the Alaskan coastline and then intercepted the Bears over international airspace. In 1990 there were 32 intercepts off of Alaska, and 20 in 1991. Most East Coast Air Defense units have not seen Bears in years.
27 Mar 92 Turkey signed its LOA with the US & GD for 40 additional F-16C's with long lead materials for 40 more.
v Jane's Military Communications Yearbook 1992/93, edited by John
Williamson stated that dangerous deficiencies were seen in many electronic
communication assets used by the coalition forces.
v critical satellite links were vulnerable to jamming
v lack of capacity on military satellites forced the coalition to seek and use
commercial satellites & lease transponders on Soviet Spacecraft
- Defense Satellite Communications Systems (DSCS)
- prior to Iraqi invasion of Kuwait existing satellite covering the Gulf was three years past its
design life second "used" satellite was put up and had failures in parts
- Skynet II system for (EHF) US Navy satcom was overloaded by a
factor of 25% which was picked up by the commercial Intelsat,
Inmarsat, and the Soviet systems
v some communication systems were combat tested for the first time
v brick sized GPS receivers (25 meter accuracy)
v low orbit, miniature satellites & jammers which were fired by howitzers
across Iraqi lines to disrupt & jam communications
v many pieces of comm equippment fielded by coalition forces were incompatible

caused casualties
05 Apr92 Lt Gen Royal N. "Jake" Moore Jr. (56), Commander of Marine Aviation during Desert STORM (3rd Marine Aircraft WING, 3d MAW) and Commander of Marines involved in Lebanon 1983 was reprimanded and asked to resign from the USMC after he was found to have faked a flight qualification (NATOPS) test and then later lied about it. It was found that a junior officer completed significant portions of the Aug 1990 test that qualified the General to fly the EA-6B Prowler. "Jake" also admitted that he misled investigators from the Pentagon's IG's Office. (FW Star Telegram, 5Apr92, pg A7)
... the NATOPS Officer who was over ridden in his objections to prevent Moore
was given a bad fitness report, his reclaimer was forwarded to the IG
... Moore began in the Marines in 1953 as a Reservist & selected for flight
training in 1956. He flew 287 combat missions in Vietnam with MAG-13
in Chu Lai flying F-4 Phantoms.
NEW EVENTS:
The Iranian Air Force launched an 8 x aircraft strike against an Iraqi guerilla camp in Iraq. The camps were used by rebel forces opposed to the Tehran regime. 1 x F-4E was downed by AA fire near Al Khalis, north of Bagdad. Both crewmembers were said to be captured. The Iranian's said that it was launched in retaliation for raids into Iran from groups living in Iraq. Iraq is not allowed to fly fixed wing sorties under the terms of the March 1991 Ceasefire, however on 30 Mar 92, coalition recce aircraft discovered that Iraq had moved SAM's into the Kurdistan protective zone above the 36°N Parallel.
10 Apr 92 The Pentagon released its long awaited report on the Gulf War.
13 Apr 92 The US Army has revised its assessment of Patriot effectiveness against the SCUD's.
(AW&ST, 13Apr92, p64) ...MajGen Jay M. Garner, Army ACoS for OPs, Plans, & Force Development testified that 40% of the Patriots in Israel and 70% in Saudi Arabia destroyed or disabled the SCUD target warhead or diverted its impact point outside the defended area. Previous numbers were 50% and 80% respectively. Prof Theodore A. Postol from MIT, still remains the leading challanger to the Army data. He contends that it should be 15-25% or as low as 0%, but he was using commercial video footage that recorded at 30 frames/sec and precision tracking video footage at 250 frames/sec could accurately show actual intercepts, but in all, the Patriot failures could at least be estimated and none of the assessments look better than 40-50%. The UN has continued to warn Iraq about moving SAM's into and near Kurdish areas. Also there has been a warning not to lock up on recce aircraft. The "embargo" of Lybia started today.
v Defense News (13-19 Apr 92) announced that the US Navy used a new class of highly secret, non-nuclear electromagnetic pulse warheads during the opening hours of the Persian Gulf War to disrupt and destroy Iraqi electronics systems which included air defense weapons, command and control centers, and military-industrial centers. The article goes on to mention that some of the 116 Tomahawk cruise missile launched on the 1st day of the war carried these specialized warheads. The warheads convert the energy of a conventional explosion into a pulse of radio energy, which can penetrate computerized weapons through their antennas, wiring, or other metal connections.
20 Apr 92 Majority Leader Mitchell (Senate) made allegations the Saudi Arabia transferred US made bombs to Iraq during 1986 despite restrictions.
09 May 92 The planned transfer of the F-117's from the 37th Fighter Wing at Tonopah Air Station,
Nevada, to Holloman AFB, New Mexico, commenced this date. It is expected to be completed by July. The F-117's will become resident aircraft and replace 3 x F-15C Squadrons from the 49th Fighter Wing.
24 May 92 Parade Magazine reports that the Pentagon still treats cartoons printed in Iraqi newspapers as being SECRET/NOFORN material and not releasable. AP's Susanne M. Schafer writes that the Gulf War (Operation Desert Storm) is still not officially over until the President decleares the hostilities "over". It is still technically a "combat zone" providing servicemen with $150/month hostile fire pay. At the height of the Gulf War 541,425 American troops were in theater, now 11,776 Navy, 4,456 Air Force, and 1,994 Army men are in theater (3%). Marine are afloat but not in theater. Navy presence is in 16 ships, 8 in Gulf and 8 in Red Sea. F-117's are still deployed in the region.

funding with the majority of money going to electronics and software. For example,
Software now consumes 50% of the USAF's communications budget, 35% of the

23 Nov 92 Air Force Times (pg 26) reports that the USAF has suspended development on a new Boosted Penetration Weapon designed to be used on the F-117 and B-2 as the GBU-28 was for the F-111F. Lockheed Missiles & Space Co (LMSC Sunnyvale) was asked by the USAF on 15Oct93 to stop a 52 month concept-definition, design, & flight test program ($28 million). Development is estimated to cost over $500 million. The Boosted Penetrator would have been a rocket powered precision guided 2250 pound bomb that could burrow through earth and concrete to destroy dep bunkers. IOC was scheduled for 2004. The Boosted Penetrator would be lighter than the 4700 pound GBU-28 and will be able to fit inside of the F-117 and B-2. The GBU-28 also was a "gravity" Precision Guided Weapon (Laser guided) whereas the new Boosted Penetrator Weapon would utilize a rocket motor to provide some standoff. The BPW does have a high priority on USAF acquisition lists, but Secretary of the Air Force Rice has yet to sign off on a Operational Requirements document necessary for dedicated funding, therefore at best, the program will slip several years.

01 Dec 92 The B-1B "Lancers" of the 28th Wing at Ellsworth AFB, S.D., will become the first unit of its type to transition to conventional-only missions and roles. The additional three B-1B Wings: the 96th Wing at Dyess AFB, Texas, the 319th Wing at Grand Forks, N.D., and the 384th Wing at McConnell AFB, Kan., will eventually also transition. The transition to "conventional" was accelerated due to the cut-off of B-2 production at 20 units. The B-1B's primary conventional role will employ "direct attack" or "stand-off munitions against targets that must be hit early in a building conflict. There are two versions of the Joint Direct Attack Munitions, an inertially guided/GPS assisted weapon; the Joint Stand-Off Weapon, a stand-off anti-tank weapon; and the Tri-Service Stand-off Attack Missile, a stealthy stand-off cruise missile, presently under development. Presently the B-1B can carry Mk-82 gravity bombs (500 pounds) and is being modified to accommodate the Mk-84 bomb (2000 pound). The 384th Wing at McConnell could also transition to the Air National Gurad during the 1993 budget downsizing thus allowing the ANG to keep "jobs" at the expense of tactical aircraft that have much lower manning levels.
